No connection shall be made to the pressurized irrigation system and no extension
shall be made to any installation served by the pressurized irrigation system until
a permit has been issued by the water superintendent. The superintendent shall not
issue a permit until the required connection and any required fees have been paid.
All pressurized irrigation system users shall keep their service pipe and connections
and other apparatus in good repair and protected from frost at their own expense,
but no person, except under the direction of the water superintendent shall be allowed
to dig into the street, parking strip, sidewalk, or other public property or right-of-way
for the purpose of laying, removing, or repairing and service pipe.
